For the purpose of proactively responding to the policy of national environmental protection and air pollution control and the accurate poverty alleviation requirement of the State Council, Henan Provincial Committee and Provincial People's Government jointly launched Henan Coal-into-gas Clean Energy Fund -- RMB 10 billion in total with Henan Tianlun Investment Holding Group Co., Ltd. (hereinafter referred to as "Tianlun Group") in May 2018 which was led by the subordinate state-owned enterprise of Henan Provincial Finance Department-- Zhongyuan Yuzi Investment Holding Group (hereinafter referred to as "Yuzi Holding"), would complete the investment of nearly RMB 50 billion in total in privince with China Development Bank. At present, the first batch of coal-into-gas funds of RMB 1 billion have been transferred into account to support the development of coal-into-gas project in our province, and set up the Henan Yutian New Energy Co., Ltd. (hereinafter referred to as "Yutian New Energy") through the fund investment which is responsible for the coal-into-gas investment, implementation, construction, operation and management in the whole province as the implementation subject of village coal-into-gas project.

Yutian New Energy, established on Jul. 18, 2018, with the registered capital of RMB 100 million, is the limited liability company jointly established by Yuzi Holding (60%) and Tianlun Group (40%). Company's business scope: operation of fuel gas in small and medium-sized cities; development and application of new technology of fuel gas; promotion, technology service and technology consulting of new energy technology; development, construction, operation and management of new energy project.

Currently, Yutian New Energy sets up over 16 wholly-owned subsidiaries in Henan Province to carry out the rural infrastructure investment under the strong support of Henan Provincial Government. Yutian New Energy plans to complete the coal-into-gas engineering of 8 - 10 million users in villages and towns in 5-8 years, and invests 3-5 biomass natural gas processing plants with the annual output of more than 80 million m3.
